100% correct, it was put in place August 2007 and a year's grace has been given till August 2008. So come next ESA and you don't have it, you won't be fishing.

The skippers license is still required before August but apparently the once again moved the deadline for the flotation out with a year.

Have made a contact with a chap,Barry who is licenced to do boat worthy, registration and buoyancy…about R450-00 for the whole story.The only complication is with batteries to be separate from fuel..However a piece of plywood placed between the batteries and fuel and secured is acceptable.. As far as buoyancy goes, strategically placed kiddies swimming pool noodles in your hatches will do the trick (NO cutting of hulls required).

How much is a skippers license and what is the procedure?

I paid a R 1000 for the course and exam, check the stywe lyne magazine they have info as to where and when the next coure will be held.
It is a one day course that starts at 8 in the morning and you finish around 13:00 with the exam.
